PAPR fit testing in the UK: when it applies and when it doesn't

“Does my PAPR need a face-fit test?” is one of the most confused questions in UK welding RPE, because the honest answer depends entirely on which category your specific unit falls into — and most welding PAPRs and most tight-fitting respirators get lumped together in casual advice when they’re regulated differently. This page works through our UK regulation record and the two device categories it cites, so you can tell which rules actually apply to your kit.
Two standards, two fit categories
UK RPE selection guidance (HSG53, HSE’s practical guide to respiratory protective equipment) splits powered filtering devices into two families by how they connect to the wearer’s face:
- EN 12941 — loose-fitting. Covers powered devices built around a hood or helmet, classified TH1/TH2/TH3. Most welding PAPRs sit here: a hood or helmet that air is blown into, without needing an airtight seal against the skin. 3M’s Adflo system, used with the Speedglas 9100-Air/FX-Air/MP or G5-01/G5-03 headtops, is this site’s canonical example — its record shows TH2 or TH3 depending on the exact headtop and filter combination.
- EN 12942 — tight-fitting. Covers power-assisted devices built around a full-face, half or quarter mask, classified TM1/TM2/TM3, which rely on a continuous seal against the skin to hit their rated protection factor. CleanSpace’s WORK/CST PRO is this site’s canonical example: its record is explicit that it’s certified EN 12942 TM3 — a tight-fitting half-mask, not a loose-fitting hood — and that this is a materially different compliance path from a helmet PAPR like Adflo. Never treat a TM-class mask as if it were TH-class hood; this site documents that exact conflation as a known data trap and corrects it on the CleanSpace record itself.
Fit testing applies to tight-fitting facepieces — not loose-fitting hoods
HSE’s INDG479 guidance (reissued October 2025) states it directly: “powered or constant-flow airline BA RPE with loose-fitting hoods or helmets do not require fit testing,” while tight-fitting powered RPE under positive pressure still requires it, because studies have shown inward leakage is possible during heavy exertion even under positive pressure. HSG53’s APF tables carry the same split: TH-class (EN 12941) entries are marked “fit testing: No”; TM-class (EN 12942) entries are marked “fit testing: Yes.” Competence for carrying out a fit test can be demonstrated through the Fit2Fit accreditation scheme, run by the British Safety Industry Federation and supported (though not mandated) by HSE.
This is exactly what our existing FAQ on this already covers in more general terms — see does loose-fitting a PAPR require face fit testing? — and nothing here contradicts it: loose-fitting welding PAPRs (Adflo and equivalents) are exempt from the fit test itself; a tight-fitting power-assisted mask like the CleanSpace CST PRO is not.
What a loose-fitting welding PAPR user still has to do
Being exempt from the fit test is not the same as being exempt from every duty. HSE’s COSHH essentials sheet R3 sets out what still applies to powered and air-fed RPE regardless of fit category: check airflow every time before use, replace valves, face seals and worn parts, keep a small stock of replacement parts, and check expiry dates on the RPE and its filters. HSG53 adds that wearers of any RPE must be trained, supervised and medically fit to wear it, and that reusable RPE must undergo thorough examination — and, where appropriate, testing — at suitable intervals.
3M’s own Adflo user instructions show what that looks like in practice for a specific loose-fitting unit: before every entry into a contaminated area, the manual requires a pre-use visual inspection of the whole assembly (motor/blower, filter/cartridge, breathing tube, battery, headgear), plus an airflow check using the unit’s own flow indicator and a manual low-airflow alarm test (covering the end of the breathing tube and confirming the alarm triggers within 15–30 seconds). None of that is a fit test — it’s the pre-use and maintenance regime a loose-fitting PAPR still requires. We keep that full routine as a printable, source-cited Adflo pre-use check.
The record-keeping duty behind all of this
The examination-and-record obligation above has a specific legal home: the Control of Substances Hazardous to Health Regulations 2002, Regulation 9 (“Maintenance, examination and testing of control measures”). Where reusable respiratory protective equipment is provided, the employer must ensure thorough examination — and testing where appropriate — is carried out at suitable intervals, and must keep a record of those examinations, tests and any resulting repairs for at least five years. HSG53 states the same interval guidance in practice (“this should be monthly, or every three months if used less frequently”). This duty applies to both loose- and tight-fitting RPE alike — the fit-test exemption for loose-fitting hoods changes nothing about the examination and record-keeping requirement.
Beards and face seals
HSE’s welding selection guidance links the fit-testing requirement for tight-fitting RPE to a clean-shaven condition at the seal line — a tight-fitting mask cannot be relied on to pass its fit test over facial hair. That’s a general HSE statement about tight-fitting RPE, not a CleanSpace-specific one: our own records don’t contain a manufacturer statement on facial hair for the CST PRO specifically, and we’re not inventing one here — see can I use CleanSpace with a beard? for that distinction in full. What the regulation-level source does support is the general shape of the rule: HSE’s own guidance points wearers with facial hair toward loose-fitting hood/helmet PAPRs, which don’t rely on a skin seal, rather than a tight-fitting mask.

If your system’s approval label or record doesn’t clearly show which class it is, don’t assume — the loose-fitting exemption only applies to loose-fitting hoods and helmets, and a mistaken assumption here is a compliance gap, not a shortcut.
